13″ wheel and tire sizes are effectively obsolete. No new car sold in North America has been fitted with anything that tiny in about a decade. There are certainly few if any “high performance tires” still sold in a 13″ wheel diameter so what is still out there is mostly the cheap 2nd and 3rd tier tires. The big tire companies like Michelin, Goodyear, Bridgestone, etc., don’t even make 13″ tires anymore. I suspect you don’t really understand what you have.
